### **Instructions:**
1. In a large pot, heat olive oil over medium-high heat. Brown the beef on all sides.
2. Add onions and cook until softened. Stir in tomato paste, Worcestershire sauce, salt, pepper, and rosemary.
3. Pour in beef broth and red wine (if using). Add the bay leaf and bring to a simmer.
4. Cover and cook on low heat for 1½ to 2 hours until the beef is tender.
5. Add carrots and potatoes, cooking for another 30 minutes until the vegetables are soft.
6. Remove the bay leaf and serve warm.
